Kwania,Uganda| President Yoweri Museveni’s recent focus on the Lango sub-region, specifically the districts of Apac and Kwania, underscores a dual strategy of addressing chronic poverty through new wealth creation initiatives while navigating the complex political landscape shaped by the creation of new districts. The “new news” revolves around the implementation of the Parish Development Model (PDM), infrastructure promises, and the political recalibration following Kwania’s separation from Apac.

The biggest recent development is the heightened attention on **Kwania District**, which was officially operationalized in 2019 after being carved out of the larger Apac District. For President Museveni and the NRM government, Kwania represents both a challenge and an opportunity.

During his last major address in the region, President Museveni sharply criticized the low household incomes in Kwania, despite its fertile soils. The new news is his intensified push for the **Parish Development Model (PDM)** as the “latest solution” to eradicate poverty. He has framed it as a strategic shift from subsistence to commercial agriculture.

The President’s recent rhetoric here has been blunt. He has told locals to stop what he calls “theology of poverty” and embrace the government’s four-acre model (focusing on coffee, fruits, food crops, and pasture for animals). LCC tv Journalists on the ground report that the message is being met with a mix of hope and skepticism, as previous similar programs have had limited success.

As a new district, Kwania is grappling with a dire lack of administrative infrastructure. The “news” is the ongoing pressure on the central government to fulfill promises of building district headquarters, health centers, and improving the road network connecting Kwania to Apac and Lira. Delays in these projects are a frequent point of criticism for the opposition.

Recent reports from  council meetings highlight issues with:
>Delayed Fund Disbursements: Many SACCOs (Savings and Credit Cooperatives) are still waiting for funds.
>Eligibility and Sensitization: Confusion among beneficiaries about how to access and use the funds.
>Political Interference: Allegations that local NRM structures are influencing who benefits from the program.
>Road Infrastructure Promises.
