NRM Official Arrested in Alebtong Over UGX 14.2M Election Fund Mismanagement
Police in Alebtong District have arrested NRM Chairperson Sam Otiti for alleged abuse of office following the mismanagement of UGX 14.2 million meant for LC1 and Women Councilor elections. The suspect remains in custody as investigations continue, with authorities warning against diversion of party funds.

ALEBTONG, Uganda – Police in Alebtong District have apprehended a senior official of the ruling National Resistance Movement (NRM) party in connection with the alleged mismanagement of 14.2 million Uganda Shillings intended to facilitate local party elections.
The suspect, Otiti Sam, who serves as the NRM Chairperson for Aloi Town Council, is currently in custody at Alebtong Central Police Station. He is under investigation for alleged abuse of office after reportedly failing to disburse the funds to the intended beneficiaries meant for the election of NRM LC1 Chairpersons and Women Councilors in the area.
According to police authorities, the case was formally registered at Aloi Town Council Police Station on July 22, 2026, at approximately 6:01 PM. The complaint was lodged by the Deputy Resident District Commissioner (RDC) for Alebtong District, Mr. Lutwama Mathew.
Preliminary investigations reveal that Mr. Otiti allegedly received the sum of UGX 14.2 million from the NRM Secretariat on the same day the complaint was filed. However, subsequent grievances from the intended beneficiaries indicated that the money was never distributed according to plan. This prompted the Deputy RDC's office to escalate the matter to law enforcement for a thorough inquiry.
Detectives have already recorded statements from initial witnesses and are currently in the process of gathering additional testimony from officials at the NRM Secretariat and other relevant parties to establish the full circumstances surrounding the alleged mismanagement of the funds.
Authorities have confirmed that the investigation file will be completed and subsequently submitted to the Resident State Attorney for legal guidance. This step is crucial before any formal court proceedings can be instituted against the suspect.
This arrest highlights growing concerns regarding the handling of party resources, with police noting that this is the second reported case of alleged mismanagement of NRM election facilitation funds in the region, following a similar incident recently reported in neighboring Amolatar District.
In a statement, police have issued a stern warning to individuals entrusted with public or party funds against diverting resources meant for beneficiaries. Law enforcement officials emphasized that anyone found criminally liable will face the full force of the law.
