KAMPALA, Uganda – June 6, 2026 – Former Uganda Peoples Congress (UPC) presidential candidate Denis Adim Enap has moved to consolidate his political authority within the opposition party, unveiling a full leadership slate on Thursday in a surprise decree that signals a deepening factional war.
According to an official cabinet list dated June 4, 2026, and personally signed by Adim Enap, veteran opposition figure Moses Higenyi has been appointed Vice President, while Tom Omino takes over as the party’s Secretary General. The appointments, which Adim claims are binding, also name Isaac Ojok Anok as Deputy National Secretary for Mobilisation.
In a terse statement accompanying the four-page document, Adim Enap asserted that the appointments are lawful, citing Article 14 of the UPC constitution. The article broadly governs the party’s power to constitute secretariat and administrative organs.
“These appointments are made pursuant to the party constitution, Article 14, and take immediate effect,” the document reads. “The newly constituted cabinet and secretariat shall steer the UPC towards its ideological revival and electoral preparedness.”
A Defiant Move Amidst Internal Strife
The announcement comes just months after UPC’s disputed National Executive Committee (NEC) meetings, which have left the once-dominant party fractured between factions loyal to Adim Enap and those aligned with other senior figures. Critics within the party have already dismissed the list as a “phantom cabinet,” arguing that Adim lacks the mandate to unilaterally name such a structure without a full delegates’ conference.
Political analysts say the move is a calculated risk to project governance ahead of the 2026 general election cycle, even as the Electoral Commission has yet to recognize any single faction as the legitimate UPC leadership.
“This is less about administration and more about optics,” said Dr. Florence Akello, a Kampala-based political commentator. “Adim is signaling to donors and the grassroots that he is ready to govern. But unless the party’s internal disputes are resolved in court or through a brokered peace, this cabinet exists only on paper.”
Reactions from the Rival Camp
Leaders from the rival faction, which still recognizes the leadership of former party president Jimmy Akena, have not yet issued an official response. However, a senior Akena ally, speaking on condition of anonymity, called the appointments “null and void,” adding that “no individual has the power to name a national secretariat without a properly convened NEC.”
Moses Higenyi, named as Vice President, was previously a low-profile mobilizer in the eastern region. Tom Omino, the new Secretary General, has a background in trade union politics. Isaac Ojok Anok, tapped for mobilization, is known for his youth outreach efforts in Lira.
Attempts to reach Higenyi and Omino for comment were unsuccessful by press time.
