KAMPALA – President Yoweri Museveni has urged youth mobilisers across the country to champion a message of socio-economic transformation, warning them against focusing on short-term “excitement” that does not translate into tangible development.
The President’s remarks, delivered during a meeting with a cohort of National Resistance Movement (NRM) youth leaders at State House Entebbe , underscored a strategic shift towards emphasising the party’s legacy and delivery record over populist rhetoric.
“Your role is not to simply create excitement; your role is to create real change in the lives of the people,” President Museveni stated. “Do not be distracted by the politics of empty promises and theatrics. Our mission, since the liberation struggle, has been about substance—peace, infrastructure, and wealth creation.”
The directive comes at a time when the government is intensifying its engagement with the youth, a demographic that constitutes the largest portion of the Ugandan population. Analysts suggest the call is aimed at solidifying the NRM’s base by anchoring its appeal in developmental outcomes rather than transient political fervour.
President Museveni elaborated on what he termed the “fundamentals of real change,” pointing to government programmes such as the Parish Development Model (PDM), Emyooga, and initiatives in commercial agriculture. He tasked the mobilisers with the responsibility of educating young citizens on how to access and utilise these resources to eradicate household poverty.
“Tell them about the prosperity in their own gardens, in their own parishes. Show them the roads we have built, the electricity we have extended, the peace we have guaranteed,” he said. “That is the message that endures. That is the message that transforms nations.”
Some political commentators interpret the President’s statement as a subtle critique of opposition tactics, which often rely on high-energy rallies and sharp criticism of the government to galvanise support, particularly among the youth.
“President Museveni is drawing a clear line in the sand,” said political analyst Dennis Twesigye. “He is positioning the NRM as the party of tangible deliverables and framing the opposition as one of mere ‘excitement’ without a concrete plan. It’s a classic strategy of running on a record of development, real or perceived.”
The youth mobilisers in attendance pledged to disseminate the President’s message at the grassroots level. “We have been energized and given clear direction,” said Annet Kirabo, a youth leader from Western Uganda. “Our work now is to break down these programmes and show our fellow youth that their future is secure with the NRM’s proven plans, not with empty slogans.”
As the country continues to navigate economic challenges and a youthful population eager for opportunities, the effectiveness of this substance-over-style campaign will be a critical test for the ruling party’s ability to maintain its longstanding political dominance.
