KAMPALA, UGANDA – The Office of the Permanent Secretary in the Office of the President has issued an urgent public alert warning Ugandans not to fall victim to a growing scheme involving fraudulent promises of appointment as Resident District Commissioners (RDCs).

In a clear and stern statement released today, Hajji Yunus Kakande, the Permanent Secretary, informed the general public that all RDC positions are currently occupied and that there will be no changes to the serving holders at this time.

“The general public should not pay money to conmen for RDC jobs,” Hajji Kakande stated. “Positions are already filled, the holders are currently serving, and there will be no changes this time.”

The warning follows emerging reports of unscrupulous individuals posing as government agents or officials with purported influence over presidential appointments. These conmen have allegedly been soliciting significant sums of money from unsuspecting citizens under the false pretense of facilitating their appointment as district chiefs.

Hajji Kakande emphasized that the recruitment, appointment, and deployment of RDCs follow a strict, non-commercial process overseen by the highest offices in the land. Any suggestion that these positions can be bought or sold is not only fraudulent but constitutes a direct violation of public trust and the law.

“There is no vacancy. There is no recruitment ongoing. Any person asking for money in exchange for an RDC post is a criminal,” the statement underscored.

The Permanent Secretary further cautioned citizens to verify any unsolicited offers through official government channels and to immediately report any individual demanding payment for government appointments to the nearest police station or the Office of the President.

Security agencies have been put on notice, and investigations into the syndicate behind these scams are already underway.
