Lango Parliamentary Group in Crisis as Commissioner Susan Abeja Resigns, Cites Weak Leadership and Unequal Resource Distribution

Lira, Uganda – July 27, 2026 – The Lango Parliamentary Group (LPG) has been plunged into fresh political turmoil after Otuke District Woman MP and Parliamentary Commissioner Hon. Susan Abeja announced her decision to quit the regional caucus, citing weak leadership, imbalance in decision-making, and the demands of her national office .

In an exclusive interview, Abeja said her appointment as Parliamentary Commissioner requires her to serve all Ugandans impartially rather than remain aligned with a regional parliamentary bloc .

"I hope to leave the Lango Parliamentary Group because of weak leadership and imbalance in decision-making within some members of the group," Abeja stated .

She explained that the Parliamentary Commission is a national institution whose responsibilities extend beyond regional interests. "As Commissioner in Parliament, I do not serve only Lango but all regions of Uganda. My responsibilities now cut across the whole country, and I cannot confine myself to a single regional bloc," she said .

A Dispute Over Seed Distribution

However, subsequent reports indicate that Abeja's grievances may be more specific than initially stated. According to sources, the Otuke MP's decision was prompted by what she described as an unfair distribution of agricultural seeds across the Lango Sub-region that left her district with the smallest allocation .

Abeja reportedly protested that Otuke received only 5,000 kilogrammes of maize out of the total 487,000 kilogrammes distributed across the region—a figure she deemed inadequate compared to other districts .

According to the seed allocation schedule:

• Oyam District received the largest allocation of 129,500 kg

• Lira City received 83,500 kg

• Lira District received 79,000 kg

• Apac received 49,000 kg

• Dokolo received 41,000 kg

• Kole and Alebtong each received 35,000 kg

• Amolatar and Kwania each received 15,000 kg

• Otuke received only 5,000 kg 

Leadership Responds

The announcement drew immediate criticism from the leadership of the Lango Parliamentary Group. The Chairperson of LPG and Oyam South MP, Hon. Patrick Ogwang Obura, dismissed Abeja's reasons, arguing that she had already distanced herself from the group's activities long before becoming Parliamentary Commissioner .

According to Ogwang Obura, Abeja did not participate in the election of the current caucus leadership and had largely remained inactive during the 12th Parliament. "Abeja did not participate in the election of the Lango Parliamentary Group leaders. The 12th Parliament was full of conflict and disunity, making her not admire staying in the group," Ogwang Obura said .

He insisted that disagreements within the caucus should be resolved through dialogue instead of resignation. "As Chairperson of the Lango Parliamentary Group, we believe that if any MP has concerns within the group, they should use amicable ways of resolving them rather than quitting," Ogwang Obura expressed .

A Charge of Betrayal

The controversy deepened after Otuke East County MP Hon. Julius Acon Bua strongly condemned Abeja's decision, describing it as a betrayal of the unity that has traditionally defined Lango's parliamentary representation .

Acon Bua said he had supported Abeja during her parliamentary campaign and was disappointed that she had chosen to distance herself from the regional caucus after attaining the influential position of Parliamentary Commissioner .

He further accused Abeja of allowing her new office to distance her from the people and leaders of Lango, arguing that the appointment should have strengthened rather than weakened her commitment to the region .

The tensions appear to stem from deeper political rifts within the region. Reports indicate that during a February 2026 State House meeting with President Yoweri Museveni, Abeja had already publicly accused her Otuke constituency colleagues, including Acon Bua and Otuke County MP Paul Omara, of failing to support her during the recent elections .

A Stand for Fairness

Despite the backlash, Abeja maintained that her decision is final, insisting that her constitutional responsibilities require neutrality. She clarified that she remains a member of the Lango Parliamentary Group but said she was deeply disappointed by the allocation. She reportedly stated she would only fully operate under the group's leadership if Otuke's allocation is increased to 35,000 kilogrammes .

"The decisions I now make must benefit all Ugandans, not just one region," she said .

Political analysts note that the loss of a Commissioner from the regional bloc could significantly affect Lango's bargaining power in parliamentary affairs, given the Commission's influence over parliamentary administration and resource allocation .
