OTUKE, UGANDA – In a significant stride toward enhancing the quality of primary education in the region, Otuke District Local Government has officially commissioned and handed over a new two-classroom block and a modern drainable latrine, valued at a combined total of over Ugshs 66 million.
The handover ceremony marks a key milestone in the government’s ongoing commitment to improving educational infrastructure and creating a conducive learning environment for pupils in the district.
The newly constructed facilities include a two-classroom block at Ekwee Primary School, executed by Ayat Engineering Services Limited at a cost exceeding Ugshs 42 million. Additionally, a state-of-the-art drainable latrine was handed over to the administration of Oboko Primary School, constructed by Join Hand Investment Limited at a cost of approximately Ugshs 24 million.
Leaders Hail Government Commitment
Speaking to our news desk, the Assistant Resident District Commissioner (ARDC) for Otuke District, Isaac Opio Opeo, confirmed the contractual timelines for the projects.
"The contract for the classroom block was awarded to Ayat Engineering Services Limited on September 15, 2025, and the project was successfully completed on June 20, 2026. The drainable latrine contract was awarded to Join Hand Investment Limited on September 18, 2025, and I am pleased to note that it has now been completed and officially handed over," said Opio.
Opio extended his appreciation to the Government of Uganda, under the visionary leadership of President Yoweri Kaguta Museveni, for the sustained investment in education infrastructure across Otuke District. He noted that these developments are not merely about structural enhancements but are crucial to improving pupils' learning conditions, hygiene standards, and, ultimately, academic performance.
"We are confident that improved classrooms and sanitation facilities will directly contribute to better learning outcomes," he added.
Accountability and Monitoring
The Assistant RDC emphasized that district authorities are committed to ensuring 100% enrollment of school-age children. He issued a stern warning to parents who deliberately deny their children the right to education, stating that they will be held legally accountable.
Furthermore, Opio noted that district leaders and stakeholders will maintain close supervision of the use and maintenance of the new facilities to ensure their longevity. The district is actively working with education stakeholders to raise overall education standards and further improve examination performance.
A Bright Future for Otuke
Otuke District has reasons to celebrate, having registered commendable performance in the 2025 Primary Leaving Examinations (PLE) and the Uganda Certificate of Education (UCE). Local leaders believe that the new infrastructure will act as a catalyst to further strengthen these learning outcomes.
While the handover was a success, attempts to reach the Otuke District Education Officer for a comment on the commissioning of the new classroom block and drainable latrine were unsuccessful at the time this story was published.
As Otuke District continues to prioritize education, the new facilities stand as a testament to the collective efforts of the government and local leaders to secure a brighter future for the region's children.
